Build to Rent has long been positioned as a key part of Australia’s housing solution – but in the ACT, the sector has yet to reach its full potential. Despite strong fundamentals and growing demand for professionally managed, long-term rental housing, the policy and regulatory environment continues to present real barriers to investment and delivery.

Sponsored by Charter Keck Cramer, join the Property Council ACT & Capital Region for an in-depth discussion on what’s holding Build to Rent back, and what needs to change to unlock its future.

Richard Temlett, National Executive Director at Charter Keck Cramer, will open the event with a keynote presentation, providing national insights into the Build to Rent market, investor sentiment, and the conditions required for success. Richard will explore how the ACT compares to other jurisdictions and what lessons can be drawn from markets where Build to Rent is gaining momentum.

Following the keynote, a panel of industry leaders will bring a local lens to the discussion. The panel will examine the practical realities of delivering Build to Rent in the ACT, including the impact of current settings such as commercial rates, tax treatment, and rental regulations that limit flexibility in rent setting and discourage long-term institutional investment.

This event will unpack the critical policy, feasibility and delivery challenges facing the sector, while also identifying opportunities for reform to support a more viable and thriving Build to Rent market in Canberra.

Regardless of your role in the industry, this is a must-attend conversation on the future of housing in the ACT.

Date: Thursday 23 July

Time: 5.30pm to 7.30pm

Location: Hotel Realm 18 National Circuit Canberra, ACT 2600

Six months since the commencement of the ambitious National Housing Accord dwelling targets, new residential apartment supply remains subdued with completions less than a third of requirements. This trend is anticipated to ensue based on completion forecasts. Ongoing planning policy amendments, an upcoming Federal election and potential interest rate cuts could ease the challenges currently being faced within the apartment development market, which remain the primary and key source of new housing supply throughout Sydney.

We welcome you to join Brendan Woolley, Director of Research from Charter Keck Cramer as he unpacks the latest findings from the H2 2024 Sydney State of Market Report for Build to Sell (BTS) and Build to Rent (BTR) apartments, providing crucial insights into the rapidly evolving development market.

Conditions in the Melbourne Build to Sell (BTS) and Build to Rent (BTR) apartment markets over 2024 were some of the most challenging ever recorded. The markets continue to remain badly distorted and dislocated. Ongoing uncertainty with interest rates, increasing build costs, several taxes and charges and the looming Federal Election are all significant factors. Additionally, there continue to be difficulties in raising capital or securing finance, labour concerns and overall weak sentiment. These issues mean that the markets will take much longer than previously anticipated to recalibrate and return to more normalised conditions.

Charter Keck Cramer’s industry research shows that the housing hierarchy has broken down and the gap between new and established apartments remains out of balance. Majority of apartment sub-markets cannot be activated at present given revenues, build costs and land values have not sufficiently adjusted to entice the development industry to proceed with projects. This is causing stress across several projects, which is anticipated to manifest over the course of the year with various sites coming to market or unfortunately certain stakeholders entering some form of insolvency.

On a more positive note, Charter Keck Cramer’s analysis shows that the Melbourne residential apartment market remains undervalued when compared to Sydney and Brisbane. Statistics suggest that the Melbourne market stands to enter a very strong and long cycle once it finds its way back to equilibrium. We anticipate this will start to occur over the course of the year and as the industry gets a clearer understanding of various key metrics including the outcome of the Federal Election and interest rates.

We welcome you to join Richard Temlett, National Executive Director of Research at Charter Keck Cramer as he unpacks the latest findings from the H2 2024 Melbourne State of Market Report for BTS and BTR apartments, providing crucial insights into the risks and opportunities.

The last six months have seen continued fundamental shifts in the Sydney residential apartment market, as extensive planning policy amendments have progressively come into effect and started to drive change by opening up new development opportunities. The NSW State Government is now targeting 82% of all new housing supply in Sydney to be provided as infill housing. Accordingly, the importance of apartments as the primary and key source of new housing cannot be overstated.

The last six months have remained very challenging from a development standpoint in the Melbourne Build to Sell (BTS) and Build to Rent (BTR) apartment markets. Additionally, there are difficulties in raising capital or securing finance, growing labour concerns, and overall weak sentiment. These issues mean that the markets will take much longer than previously anticipated to recalibrate and return to more normalised conditions.

Importantly, our analysis shows that the Melbourne residential apartment market remains undervalued when compared to Sydney and Brisbane. Many of the statistics suggest that the Melbourne market stands to enter a very strong and long cycle once it finds its way back to equilibrium.

Our development industry research and investigations also illustrate that not all sub-markets are equal and there are in fact green shoots emerging in the BTS space with higher revenues being achieved across several projects. We are also aware that several developers and financiers are looking further into the market cycle with intentions to launch BTS projects and commence construction on BTR projects. This activity is planned for the back end of this year or early next year with a goal is to get ahead of the competition over the next cycle.

The housing and rental crisis across Australia is very much at the forefront of the Federal, State and Local Government thinking. The role that the BTS and BTR apartment markets respectively need to play in addressing the housing and rental crises cannot be overstated. We look forward to providing insights relating to the evolving dynamics of the Government led supply push, market characteristics and broader economic considerations.

BTS Apartment Market

We anticipate that the BTS apartment market will gain forward momentum over the course of 2024 given a concerted push by Government for considerable new supply provision along with the RBA rate tightening cycle having reached or nearing its peak. With a rate cut anticipated midway through 2024 buyer demand is expected to strengthen leading to price growth across sub-markets. We will unpack BTS apartment supply, demand and pricing metrics including a review of key future locations and corridors. In addition, we will look further into the development cycle to identify how developers and financiers can mitigate risks as the market improves throughout 2024 and into 2025.

BTR Apartment Market

We expect that 2024 will be a defining year for BTR and will test the resolve and investment thesis of many BTR developers and their financiers. Over the last 6 months capital has been harder to raise given higher risk adjusted returns are being sought in response to the rapid rate rises and construction cost increases. Given the nascent phase of BTR in Australia, we will outline various BTR related development risks and opportunities including recent policy changes which provide greater incentive for offshore investors to enter the Australian BTR market.
